Marine Barracks Washington “8th & I”

  • BBPC undertook a comprehensive study of United States Marine Corps (USMC) requirements related to housing personnel at the Historic Marine Barracks Washington, located within a historic residential neighborhood of Washington DC
  • BBPC first engaged in a valuation of the old site to determine highest and best use, accounting for site‐specific zoning, regulatory, environmental, and construction constraints. BBPC then used the results of this analysis to partially underwrite construction of a new Bachelors Enlisted Quarters on a number of study sites proximate to 8th and I.
  • Options explored included re‐use and reconfiguration of the old site, development of a new bachelors enlisted quarters (BEQ) through a public private partnership under existing authorities, and construction of a new BEQ using appropriated military construction funding.  BBPC thoroughly examined the potential benefits and drawbacks associated with each option and produced a recommendation to USMC on a course of action based both on achievability and cost savings.
  • The exercise encapsulates BBPC’s ability to utilize its in‐house capacity in underwriting and financial structuring, combined with its expertise and experience in military privatization programs, to produce full‐cycle advisory services and support to its clients.
