Utility Privatization Advisory Services
BBPC & Associates Inc. has provided utility privatization advisory services to the Air Force, Army, Navy, and Marine Corps. We are currently working with the Navy and the Government of Japan (GOJ) to assist with the United States Marine Corps transfer to Guam. We are responsible for the creation of utility business strategies for a planned military base. Our role is to structure and facilitate GOJ debt financing for water, wastewater, and power services.

Our commitment to innovation is demonstrated in our work on the Resident Energy Conservation Program and photovoltaic power in Hawaii.
Helping the Military Achieve Their Project Goals
As a program management and development advisory services firm, we assist the military, including DON, in achieving mission success on large-scale, complex energy and infrastructure programs. We have supported the NAVFAC Energy Office (NEO) and its successor entity, the Renewable Energy Program Office (REPO), since early 2012.

In support of DON’s current efforts to implement renewable energy initiatives into PPV projects, we worked on a project involving the Ohana Military Communities (OMC) PPV between Forest City Enterprises and DON. We negotiated a lease agreement for the development of a 1MW Photovoltaic (PV) project. This pilot project is being replicated in DON’s other privatized housing projects to yield substantial portfolio savings and increase the Navy’s consumption of clean energy.
We have completed projects in five countries. We have also served as DON’s advisor for the development of new utility services and revitalization of existing systems (electric, water, and wastewater) in Guam to support the USMC relocation from Okinawa.
